Abstract

The Islamic waqf (endowment) had always played an important role in the religious political,economic and social life of Palestine. This role was crystal clear in the endeavor of the Supreme Islamic Council for Islamic Waqf, established in Palestine in 1921.The council strived to protect the Islamic lands and holy sites. The council's role came to complement the role of the Ottoman caliphate which preserved the Islamic lands during its rule of Palestine. The council was established in accordance with the Ottomans’ land provisions and regulations.

This study dwelt on the Islamic waqf of Acre district given the fact that it was the centre of all waqf in the northern region and given the abundance of waqf property in it. Ahmed Pasha el-Jazzar waqf in a case in point. This is in addition to numerous mosques, endowed agricultural lands, centuries- old markets, shops, public bathrooms and way inns (khans). These endowments were a major sources for the revival of the economic and social condition in the district. The Islamic waqf in Acre district has left behind it very important document , known among scholars as Acre waqf documents. Currently housed in Nablus public library, these documents are the major sources of information on Islamic waqf in Acre district.

This study tackled the administrative formations of the Islamic waqf in the district of Acre. These included the waqf commissioner, committees and waqf custodian. The researcher explained the responsibility and role of each official and the nature of relationships between them in terms of administrative and financial aspect. The researchers also highlighted the size of Islamic waqf as well as its return and expenditures ,in addition to direct and indirect transgression on waqf by the waqf custodian or the British military occupation which assisted the Israeli occupation in controlling vast areas of Islamic waqf lands. The researcher shed light also on the Israeli occupation authorities’ confiscation of the Islamic waqf real estate and illegal violations with regard to waqf property after 1948 occupation.
